Do you mean regular hyperlinks or “Clouds” section?
In Desktop Editors in the settings you can disable option “Use AI functions”.

Which one of them? Hyperlinks are inside a document and “Cloud” section is on the main screen of Desktop Editors, there are two completely different functions.

I meant the Cloud section as reference picture below.
Due to our storage is on premise and link to the local drives, we will disconnect to any public or private cloud outside our organisation. Would I be able to disable for users? How would I do this? Thank you.

No, we have not integrated ONLYOFFICE Docs (Document Server) into any application.
We are using ONLYOFFICE Desktop Editors on user workstations. Our requirement is to disable or block users from accessing cloud storage services through the ONLYOFFICE Desktop application. Specifically, we would like to prevent users from using the cloud storage options available under “Save As” or “Connect Cloud” to upload company documents to external repositories.
Is there an administrative setting, configuration file, registry setting, Group Policy option, or enterprise feature that allows cloud storage access to be disabled globally for all users?
Try running Desktop Editors with --lock-portals flag in launch options, this flag will disable “Connect Cloud” section on the main screen. Please see this guide on how to run editors with flags: Running Desktop Editors with parameters
