That is, clicking on the fn marker (in the text or in the actual fn), will move the cursor to the other. Additionally, make a ‘go to’ option that allows searching for a specific fn, or to cycle through existing footnotes, etc.
Options to navigate through the available footnotes is already available, please see the documentation on that in our official Help Center: Document Editor - Insert footnotes
As for the suggestions to click on the marker and a search interface - have you encountered a processor that allows that? Basically, footnotes are not quite interactive elements in a document, thus they do not a dedicated interface like bookmarks or hyperlinks.
