Import text in CSV creates extra rows, despite double-quotes

My CSV file contains text that can span multiple lines. These lines are separated by the /n code. The text lines are enclosed in double quotes. This indicates that text spanning multiple lines in the CSV file should be included in a single cell.

However, after importing, these text lines have become multiple lines in the spreadsheet. I don’t think the double quotes are being considered during the import process.

The file is a direct result of the exportfunction in Google Contacts.

I hope you can see what is an issue with it.

To avoid Google to open it in Sheets directly, I have made a copy of the file and renamed it to .txt

Same file, other extension.
