Despite correct regional settings in Windows and OO, the currency format displays dollars by default instead of euros.

Please share the version of Desktop Editors. Also, let me know which regional settings are used and how you define cell to display currency.
Version 9.0.3.29 (x64 msi)
Windows 10 control panel > Region > France / French
OnlyOffice SpreadSheet > Advanced Settings > Regional Settings > Formula language : French / Region : Français-France
Cell formated pressing Home tab “Accounting style” button
Expected : € (euro)
Obtained : $
Please note that there is newer version is available. I recommend updating the app to see if the situation changes.
Do I understand correctly that initially regional settings were different and after change you expect automatic currency change in Accounting/Currency types of cells?
