If I open a csv format document with field-separator “;” and save the same document it is changed to field- separator “,” without comment.
Is this behaviour by design or is this a bug?

Open the file and resave it in the same (csv) format. It seems to be expected behavior, there is a notification about feature loss.
Not true. It will replace the ; by ,
