I created a PDF form in Desktop Editors and saved as a regular PDF. I want to open it as regular PDF in Desktop Editors, but the menu is for PDF form and I can’t enter any fields.
If I save it as PDF/A and open it in Desktop Editors, I can enter any fields. However, I don’t want to use PDF/A because it goes into read mode in Acrobat Reader.

You can switch editing mode to preview from top right corner, the menu is located near the avatar.
This behavior with opening as a form is intentional. It allows identifying fillable fields created with PDF editor.

I would like to create some application forms. The following are the requests.
- I want to prevent editing anything other than the fields.
- I don’t want applicants to have to switch to preview mode every time.
- It’s strange that it opens as a PDF form even though it was saved as a regular PDF. I want to open it as a regular PDF.
I was informed that such possibility is planned. There will be “Mark as final” button that will finalize a form, which will open for filling afterwards.
